Head of the Office of the Government of the Czech Republic

The head of the Office of the Government of the Czech Republic directs and represents the Office of the Government of the Czech Republic externally. He is named by the government and is therefore responsible to the government and the prime minister for the discharge of his office.

Powers of the head of the Office

There are two competencies of the head of the Office of the Government of the Czech Republic - to the government and to the office. In relation to the government, the head of the Office of the Government of the Czech Republic above all:

  1. coordinates and checks the fulfilment of tasks stemming from the government's work plan,
  2. is responsible for the preparation (in limited scope) of the work plan of the government and its bodies and checks the fulfilment of accepted government resolutions and
  3. creates the background for the smooth running of work for the government and the prime minister.

From the point of view of the first group, the head of the Office of the Government of the Czech Republic coordinates and provides the collection of base materials from other offices for the preparation of the government's work plan for the appropriate period, checks whether and how the tasks of other ministries and other central administration authorities are fulfilling their tasks, and, within its competencies, resolves possible problems.

As regards preparation of the programmes of government meetings, the head of the Office of the Government of the Czech Republic is responsible for the preparation of base materials for meetings of the government (including registering materials for discussion, materials' formal essentials), for the course of meetings of the government from a technical-organisational standpoint (for example, the provision of sound recordings from meetings), for the publishing of government resolutions from the government meetings on the Office's website (www.vlada.cz) and last but not least, checks ministries and other central administration authorities on how they are fulfilling the tasks laid out in the government resolution, informing the government of their results.

As far as the Office itself goes, the head of the Office of the Government of the Czech Republic carries out activities connected with organisational and personnel management of the Office (directly managing the subdivisions falling into his competency, coordinating and managing the subdivisions of the prime minister and members of the government incorporated into the structure of the Office on the labour regulations side) and the general management of the Office. The ability to create and present materials intended for government meetings is also among the competencies of the head of the Office of the Government of the Czech Republic. However, he cannot vote on his materials, because that competence lies exclusively with members of the government.

Of Interest

The head of the Office of the Government can take part in government meetings essentially without limits. As opposed to this, the heads of other central administration authorities may take part in meetings only when they are invited, and as a rule they take part only in the part of the meeting programme that immediately relates to them.
